Currently to further positive trends in the social-economic development of the Kirov oblast the Government is working at The Comprehensive Program of Social-Economic Development of the Kirov Oblast by 2020. The main idea of the program is to turn the Kirov oblast from the region with lower than average performance into a steadily developing region, ultimately a financially self-sufficient one. The Strategy behind the program is called to fundamentally change both the economic and social images of the oblast, to mobilize all the physical and intellectual resources available. As the Governor of the Kirov oblast Shaklein N.I. has said the goal of the Strategy is not to fully comprehend the interests of the governing bodies, business circles and non-government organizations but also to ensure decent living standard for every resident of the Vyatka region.

The suggested by the oblast Government priority guidelines of social-economic development are as follows:

Establishing an efficient system of governing the region to improve the mechanism of state control over the oblast's social-economic development.

The given direction presupposes:

• work co-ordination on regional and federal levels in the matters of economical and social development;
• working out an efficient budgeting policy;
• creation of a management complex common for both the purpose-oriented program and the project;
• introduction of changes into the system of regional and municipal management by means of specialization of authority and personalization of responsibilities, establishing the system of co-ordination of interests of the regional elite, establishing the system of manpower-training.

Development of the biotechnological complex

Biotechnology as a scientific-practical branch is one of the most actively developing industries. Although there is a significant lag in the given industry in Russia, in the Kirov oblast there exist possibilities for starting practical work in the field of biotechnology. Here a rather great scientific potential in spheres of theoretical and practical biotechnology has been created thanks to large federal investments into the development of microbiological industry in the region. Development of the biotechnological complex can as well become a breakthrough in boosting the region's economy and subsequently solve the unemployment problem in the region. Moreover, there will be an increase in the development of medicine, machine-building, science and innovations. An increase will take place in the development of agricultural complex without whose progress it's impossible to double the gross regional product and to increase the population's income.

Development of timber industry complex

Of all the raw resources timber is the most important for the region's economy. None the less the timber resources in the oblast is mostly undersized timber, which should be processed within the oblast into highly competitive products having high added value. Due to this fact one of the most important directions in developing the timber industry is processing of undersized, low-grade timber, hardwood and waste wood. Generally, timber industry development is one of the top priorities in the social-economic development of the Kirov oblast for the following reasons:

• it is a budget-forming industry for the budgets of all the levels;
• a wide range of labor force is involved into the infrastructure of the timber industry;
• it is oblast's entryway onto the international markets as well as a source of investments;
• it is a way of solving the problems tied with efficient and ecologically friendly methods of utilization of raw timber resources and the problems of subsequent distribution of revenues from timber processing and timber product sales.

The rise of rural economy as of a basic segment of the agricultural complex

Agriculture traditionally plays a very important role in the economy of the Kirov oblast. The oblast for along time has been an acknowledged supplier of agricultural products for the population of Russia's North. Unfortunately we can now witness a gradual setting back of agricultural production; a long-lasting lack of turnover means is evident. However as the international practice has it active investments into the agricultural production leads to a sharp and all-embracing rise in all the spheres of the society. This rise can be explained by the fact that additional financial resources in the rural industry will open way for extra orders for production and technical equipment. As a result there is an increase in the production of food, food supply becomes more secure and practically all the industries increase their production, which in its turn leads to the decrease in the numbers of the unemployed; to the rise in the standard of living; to the expansion of the taxable incomes and the rise of the budget revenue.

Expansion of inter-regional and international economic ties as well as cultural ones through the development of the socio-cultural complex

The Kirov Oblast is famous for its rich cultural traditions. There are a large number of architectural landmarks, architectural ensembles and historical-natural complexes on the territory of the oblast. Preservation of unique objects of the cultural inheritance will play a great role in establishing the Kirov oblast's positive image. The expansion of inter-regional and international economic and cultural ties will happen through preservation and development of the socio-cultural complex. Besides this, due to the growth of activity among the oblast's cultural institutions, improvement in their equipment, new contents of cultural-educational and creative work there will be a certain rise in the cultural level of the Kirov oblast residents.

Working out the system of the oblast's innovation-investment development

Creation of the system of the oblast's innovation-investment development will establish the conditions for:

• boost up of innovation-investment activities;
• multiple use of resources;
• implementation of information, power-saving and environment-friendly technologies;
• integrated development of rural territories.

It's worth mentioning the fact that in the oblast there has been completely formed the regional normative-legal base to attract private investments, and right now the oblast is ready to be the so-called innovation-investment node spreading the investment attractiveness into the neighboring regions.

Liberalization in business, extension of business and investment opportunities

Small business is actively developing in all the spheres of the economy. It's becoming one of the epicenters of economy's development and the source of budget revenues. This is the reason for the increase in the production of consumer goods, growth of manufacture and civil construction there's also a raise in wages. Creation of favorable conditions for the development of the small business on the grounds of social partnership will lead to the rise of economical activity in the region and to the capitalization of human resources. Besides, a wider involvement of the small business into the housing and communal service will improve work in this field.
