In 2005 there were valid cooperation agreements drawn by the Kirov oblast Government with the executive bodies of 34 subjects of the Russian Federation. The commodities turnover with the regions of the RF with which the agreements are concluded grows from year to year and makes almost 75% of the Kirov oblast's total inter-regional commodities turnover.

Most actively the Kirov oblast co-operates within the framework of the agreements concluded with the regions of the Privolzhsky and Severo-Zapadny (North-Western) federal districts, which are the oblast's closest neighbors united by common problems and economic interests, social and ecological issues.

For the housing-and-communal facilities as well as social-and-cultural institutions there is a centralized supply of fuel and gas from the Republic of Bashkortostan, the Republic of Komi, the Republic of Tatarstan, the Perm oblast, the Nizhny Novgorod oblast and the Orenburg oblast. For the needs of the housing-and-communal facilities as well as social-and-cultural infrastructure materials and equipment are imported from the Republic of Mari-El, the Republic of Tatarstan, the Republic of Udmurtiya, the Vladimir oblast, the Nizhny Novgorod oblast, the Perm oblast, the Leningrad oblast, the city of Moscow.

Mutually beneficial cooperation is developed within the framework of the signed agreements in timber industry between the Kirov oblast's companies and the likes of the Republic of Komi, the Vologda oblast, the Nizhny Novgorod oblast.

Recently the agreements has seen steady growth of agricultural products sales. A third of the produced dairy and meat products, more than a half of potatoes, vegetables, margarine, mayonnaise, macaroni and confectionery are realized outside the Kirov oblast. The Kirov oblast is the food supplier for the northern regions of the Russian Federation: the Republic of Komi, the Arkhangelsk and Murmansk oblasts, the Yamalo-Nenetsk autonomous districts. The food products are demanded in the Nizhny Novgorod oblast, the Perm oblast, the Kostroma oblast, the Vologda oblast, in the Republic of Tatarstan, the Republic of Udmurtia and the Reepublic of Mari-El, in large cities of Samara, Ekaterinburg, St.Petersburg, Nizhny Novgorod and Moscow.

According to the agreements there are direct partnership relations with the Republics of Komi, Mari-El, Mordoviya, Tatarstan, Udmurtia. Patients from these republics go to the Kirov oblast's health-care institutions, such as: the Kirov regional oncological dispensary, the Kirov regional hepatological center, the Kirov scientific-and-research Institute of haematology and blood transfusion. The patients, the Kirov oblast residents, undergo treatment at the specialized clinics situated in the neighboring regions: the Bashkortostan Republic (the scientific-and-research Institute of ophthalmology), the Republic of Tatarstan (the Republican Medical center), in the Krasnodar Krai (sanatorium-and-spa treatment), the cities of St.Petersburg and Moscow, in the Nizhny Novgorod oblast. Medical staff are specially trained at medical facilities and medical institutes. The post-graduation training of doctors also take place there. Specialists from the Kirov oblast are directed to the Nizhny Novgorod, Perm, Ivanovo, Penza, Sverdlovsk and Chelyabinsk oblasts, to Moscow and St.Petersburg, the Republics of Bashkortostan and Tatarstan.

To further the signed agreements drawn with the executive bodies of the regions, new agreements in the field of education have been drawn. These agreements are an inseparable part of the national-regional standard of education implemented in the educational institutions of the Kirov oblast. According to the standard the educational institutions can work out educational plans based on the sample plans of schools educating in native languages: Tatar, Mari, Udmurt and Russian (as a second language).

As a result in the Kirov oblast Russian Federation citizens can realize their right to get educated in their native language, to study their native language and literature as school subjects, history and national culture.

Various cultural events take place. Cultural institutions of the regions of the Privolzhsky federal district, of the Republic of Komi participate in the cultural events held in the Kirov oblast.

Centers of national cultures are active as well: the Tatar center (the town of Malmyzh), the Mari center (the Pizhanka district ), the Udmurt center (the settlement of Svetozarevo).

Creative groups of the Kirov oblast tour the regions of the Russian Federation to take part in shows, contests.

Development of the inter-regional ties can be the basis for further economic growth of the oblast. These ties can be business ones among the territories of Russia on the grounds of large-scale and highly effective projects of federal and inter-regional importance.
