In the region a stable and well-grounded policy of financial management is being carried out. A significant role is being played by the successful realization of "The Kirov oblast's public finances management system reforming program" ratified by № 19/238 decree of the Kirov oblast's government of October 25, 2004.
The program's strategic goal is to manage the oblast's public financial resources on a higher level.
At present in the Federal Budget has been created the Financial resources reforming fund. The resources of this fund are distributed on the competitive basis among the Federation subjects which carry out regional reforms of the public financial resources management. In 2005 «The Kirov oblast's public finances management system reforming programї got the top position on the list of the Federation subjects and won the right for 82 mln. roubles of additional federal subsidies.
The program's first stage presupposing working out and ratification of the normative-legal base has already been completed. At this stage 25 decrees directed at the optimization of the inter-budget system as well as of the financial currents were ratified. Many of them were unique in the Country's legal system. In this respect the Kirov oblast turned out to be a pioneering reformer.
The work of the Kirov oblast's Government was recognized as effective by Russian Ministry of Finance.
The following stages presuppose:
- modernization of the budgeting process by implementation of new IT techniques which allow better financial planning and monitoring;
- implementation of the budget automation;
- reforming of monitoring procedures as well as the system of debts and assets monitoring;
- effective legal regulation of the procedures of granting benefits, subsidies and budget insurance arrangements for juridical persons.
The region's economy as a whole and taxable assets in particular are highly diversified which testifies of the reliability of the revenues of the oblast's budget. The peculiarity of the Kirov oblast's financial state is a low tax burden (8.8% of the estimated revenues as of November 1, 2005).
