The main guideline of the Kirov oblast's innovation policy is to create the regional innovation system kept in line with the innovation systems of the neighboring regions and of the regions of the Privolzhsky federal district.
The first step along the way of creating the regional innovation system was the ratification of the oblast's law "Of industrial policy in the Kirov oblast" in 2002. The law is directed at the activation of innovations in industry, preservation, development and creation of competitive manufacturing businesses, at the increase of the revenue part of the oblast's budget, at the provision of stable development of the oblast's economy, at the preparation of the region's economy to Russia's joining the WTO.
In 2003 the oblast's Government drew contracts with the Vyatka Chamber of Commerce and Industry, the Kirov Center of Scientific-and-Technical Information, the Vyatka State University of cooperation in the field of innovations.
The regional innovation-exibition center has been created on the basis of the Kirov Center of Scientific-and-Technical Information.
The Kirovsky branch of inter-regional innovations assistance fund (N.Novgorod) created on the basis of the Vyatka State University works actively. It also takes an active part in the START young-developers-and-innovators program, etc.
In 2003 according to the Agreement between the Ministry of Education of Russia and the oblast's Government was completed work on voluntary transfer of the scientific-and-manufacturing facility Kirov-200 (the total property value of the transferred facilities is more than 100 mln. roubles). Also there was established the Intercollegiate center of Biotechnology and Microbiology under the Ministry of Education of Russia. The following laboratories have been established: of Blood Cryophysiology, of Pathogen Physiology and of Biomonitoring.
Lately the oblast's Government has been supporting development of laser and plasma technologies at the enterprises of the city of Kirov. This allowed to create conditions to educate the first specialists for the new technology. Starting with 1998 laser and electron-ion-plasma technologies have been included into the list of hitech and crucially important technologies of Russian Federation, this fact proves the soundness of steps taken to educate hitech specialists.
On the territory of the Kirov oblast there are 7 independent and a number of branches of higher educational institutions at which more than 55 thousand students study. Annually the higher educational institutions graduate more than 9 thousand specialist in various branches.
In the Vyatka State University a new specialty was opened and namely Machines and Technologies of High-efficiency metals processing, on the basis of the specialized biology college was started training of qualified biotechnologists. In the Kirov branch of the Russian University of Innovations a biotechnology college was established.
The Kirov oblast Government provides state support to innovation activities within the framework of investment subjects state support system. The priority is given to development of resources-saving high-technologies; creation of new materials; developing of oblast's mineral and timber resources; development of IT systems; creation of highly effective medicines; provision of ecological safety; establishing of scientific-and-manufacturing systems capable producing competitive products; nurturing and introduction of new grain crops; establishing inter-regional scientific ties to organize combined fundamental and applied research and subsequent development of high-technologies.
