Government of Kirov region

Kirov oblast is around 5mln. tons, of which more than 2.5mln tons (50%) are livestock wastes, around 2mln. tons (40%) are industry wastes and 0.5mln. tons (10%) are hard domestic wastes.

The major direction of the industry wastes utilization and their subsequent use is their use in the industry circulation as the secondary resource in order to turn them into some merchandise.

The greatest volume within the industry waste take ash-and-slag wastes of heat stations and boilers – 831 thousand tons (33%), timber industry wastes – 117 thousand tons (4.6%).

In the oblast around 117 thousand tons of timber industry wastes (sawdust) are produced annually. Of these wastes 30% (38 thousand tons) are processed for 70%. The greatest amount of unprocessed sawdust is concentrated on the territories of the, the Darovskoy, the Verkhnekamsk, the Omutninsk, the Slobodskoy districts and in the city of Kirov.

The Kirovo-Chepetsk chemical plant's wastes (the synthetic chalk) can be used in the production of the white and gray cements in the annual volumes of 50 and 100-120 thousand tons respectively. The estimates of the research institute NIICEMENT Moscow demonstrate that the given production will be feasible.

The hard domestic wastes are also a source of the secondary resources. More than 50% of the hard domestic wastes (254 thousan tons) are produced on the territory of the oblast's center (the city of Kirov).

As the world practice demonstrates the use of the useful fractions of the hard domestic wastes is the source of the raw materials   for the industry. One of the main conditions for the use of the hard domestic wastes as the secondary resources is their centralized collection and extraction of the useful fractions.

In recent years the oblast Government along with the Administration of the city of Kirov has been contemplating the construction of the garbage sorting facility. Today there is an allocated site for the construction of this facility. The estimated cost of the construction of the above-mentioned facility is 100-120mln. roubles, the payback time is aprox. 5-7 years.

A significant interest for the business can be the industrial processing of the extracted wastes: the initial processing of rubber with the subsequent shipping of the resulting product to the specialized customer; the processing of plastic wastes into final product (plastic tiles, films, etc); the processing of the glass industry's glass breakage etc. The material for the organization of the given industries can be the annually accumulated waste paper (8.9 thousand tons), polymeric wastes (4.3 thousand tons), rubber wastes, car tires (3 thousand tons), iron-and-steel scrap (2.2 thousand tons), textile wastes (1.7 thousand tons), glass breakage (1.7 thousand tons), non-ferrous metals scrap (0.97 thousand tons).

A certain interest for the oblast can be the organization of the glass manufacture on the base of the glass breakage. In the Kirov oblast there are 9 operating plants which in their technological process use glass packaging. The need for this kind of packaging is around 120 mln. items a year, now the need is satisfied by the importing of the glass packaging from outside the region (from the city of Gus' Khrustal'ny). The recycled packaging of these plants makes up to 60% of the required need, so, there is a guaranteed demand for 50-60 mln. items of glass packaging within this industry.

The condition for the revival of the glass industry in the Kirov oblast is the prospected deposits of high-silica sand (the deposits in the Belaya Kholunitsa and the Omutninsk districts). The estimated supply of the prospected and the worked industrial deposits of the resource is of 20 years, the estimated supply can be increased twofold by the additional prospecting.

The estimates show that the capital investments into the organization of the glassware production based on the local glass-melting sands are 190 mln. roubles at the estimated capacity of 50-60 mln. items a year. The payback time will be years.

Can't be left unnoticed the long-term project of the high-toxic wastes utilization on the base of the chemical weapons disarmament facility in the settlement of Maradykovo. The planned time for the chemical weapons disarmament completion is the year of 2010 after this time, starting with 2011 the vacated facility can be reorganized into the neutralization of a wide range of high-toxic wastes by means of high-temperature deactivation with the subsequent utilization of the resulting substances.

So, the promising directions in the utilization of the secondary resources on the territory of the Kirov oblast are the following: the organization of the production of white and gray cements, the construction of the glass-producing plant, the construction of a garbage sorting facility and the construction of the hazardous industry and domestic wastes neutralization facility.
